3. I wish to express my appreciation

of the general improvement in the form

of the Estimates. I also wish to

convey to you my appreciation

of the Treasurer's memorandum, a copy of

which Wa enclosed with your despatch.

I have found this memorandum particularly

helpful in connection with the consideration

or the Estimates.

I am glad to see that it has

been found possible to make increased

provision for education in the form of

grants-in-aid.

5. The financial position of the

Colony has been considerably improved

by the continued strength of the dollar,

and I note that you propose to reconsider

in March or April the possibility of

providing for certain items such as the

additional block to the Kowloon Hospital,

and that you also propose to review the

vote Public Works Recurrent. I need

hurdly emphasise the importance of the

loan
